Congress will debate youth job funds, says SchumerU.S. Sen. Charles Schumer said $1 billion for youth summer jobs has been included in House and Senate legislation heading to floor debates slated for the next week.

Schumer, the New York Democrat, also said that the present unemployment rate of 21.5 percent among the youth pose a threat to economic recovery and prospects will not be easy for youth employment this summer.

U.S. Sen. Charles Schumer says $1 billion for youth summer jobs has been included in House and Senate legislation heading to floor debates next week and would bring about $50 million to New York.

The New York Democrat says the current unemployment rate of 21.5 percent among youths threatens the broader economic recovery, and prospects are tough for their employment this summer.

He says the so-called “disconnection rate” of 20 to 24 year olds who are neither enrolled in school nor employed rose to 28 percent last year.

In February, state Democratic legislative leaders said they’ll try to protect much of the $35 million for the state’s summer jobs program that Gov. David Paterson proposed eliminating. They have not adopted a state budget.
